BOTH seats up in a North Herts by-election have been held.
The Conservatives held both Hitchwood, Offa & Hoo, and Letchworth South-East.
Voters went to the polls yesterday, to coincide with the PCC elections.
But turnout was low.
In Hitchwood, 24.64 per cent of the electorate voted, while in Letchworth South-East, 25.52 per cent did.
