Appropriate expansion within Bedfordshire should be fully considered rather than taking the easy option to build into another County (Hertfordshire). Hertfordshire has its own housing growth to accommodate. The Green Belt and traffic are important factors which seem to be overlooked at such a large cost to Hertfordshire.
