Glaxo SmithKline in Gunnels Wood Road, Stevenage, has applied for an outline planning permission for a development of 60,000sq m of office space.
The proposals state that future employment at the site could rise by 1,500 to 3,774.
The application also proposes to improve the Broadhall Way and Gunnels Wood Road roundabout and create an additional 1,200 car parking spaces.
But a spokesman for Glaxo SmithKline said they had no plans to build in the immediate future and had only applied for planning permission so they had the option to expand in the future.
The application submitted to Stevenage Borough Council includes four buildings, a new conference centre and enlargement of an existing computer centre.
