Following the town's success in last year's competition, when it was judged best small city in Anglia in Bloom and scooped a silver medal in Britain in Bloom, Stevenage was chosen to launch this year's event.
Delegates from Scotland, Wales, Northern Ireland, England and the Channel Islands attended the event at Stevenage Arts and Leisure Centre.
Children from the Footworks dance school in the town treated the delegates to a performance of The Ugly Bug Ball.
