Can anyone explain to me why the cycle/footpath which runs through Letchworth Common has now been covered with a fine shingle on top of the smooth tarmac underneath. As a born again cyclist I find this rather strange, there was a perfect (in my opinion) s

Can anyone explain to me why the cycle/footpath which runs through Letchworth Common has now been covered with a fine shingle on top of the smooth tarmac underneath. As a born again cyclist I find this rather strange, there was a perfect (in my opinion) surface to walk and ride on, if someone does tumble they could end up with a nasty injury.
