SIR - I always read the 'From our files' section and it made me realise how the duty of care standards have slipped. On the night your paper arrived we had to put up with noise and light pollution up to 10.40pm, with the local authorities unable to do anything about it. Yet 35 years ago one ice-cream seller, sounding his chimes at 7.50pm was fined £3 as the magistrate stated ''children were in bed and should not be woken'', I wonder what today's fine would be.
