I have been in contact with Three Valleys asking why it is OK for Stevenage Council to water the flowers on their roundabouts but the domestic user is banned? I am not a gardener but think it is unfair and I want them to explain why their plants are more

I have been in contact with Three Valleys asking why it is OK for Stevenage Council to water the flowers on their roundabouts but the domestic user is banned? I am not a gardener but think it is unfair and I want them to explain why their plants are more important than ours. I am still awaiting a reply.
