While shopping in Letchworth town centre on Friday I saw a man washing down the pavements with water from some sort of bowser. Are the local councils exempt from wasting water in this way. If they are, why?

We water our garden with water from washing up and have to carry it down three flights of stairs. I am sure we are not the only ones to do this so seeing water wasted just to wash pavements by the council and neighbours watering gardens with a hose, filling paddling pools and water slides and generally ignoring the hosepipe ban makes me very angry and the people concerned very selfish.
